What Operators Need to Know in 2026

Europe doesn't have enough student beds, and the gap isn't closing any time soon. JLL puts the shortage at around 3 million beds, with private PBSA supply needing to roughly quadruple to meet demand. In the UK, Savills counts about 2.7 students for every PBSA bed across the 20 largest markets — a shortfall of roughly 234,000 beds. New UK delivery has fallen below 10,000 beds a year, down from over 30,000 before the pandemic.

With rents under pressure and new supply slow, operators are increasingly winning or losing on three things: lifecycle cost, changeover delivery, and resident experience. Furniture sits at the centre of all three.

What PBSA actually means

PBSA stands for purpose-built student accommodation: buildings designed and operated specifically for students, usually with en-suite rooms or studios, shared kitchens, communal amenity space and on-site management. PBSA sits alongside university halls and privately rented shared houses (HMOs) as one of the main ways students are housed across the UK and Europe.

The scale of the shortage

The numbers are bigger than the current pipeline can fix:

  • Europe is short of around 3 million student beds, with private PBSA supply needing to grow fourfold.
  • In the top 40 European cities, 40% of demand goes unmet — around 1.2 million beds.
  • Over the next five years, PBSA completions are forecast to run 79% below student population growth.
  • Meeting demand by 2030 would need €466 billion of investment — 23 times the historic total.
  • The UK needs roughly 234,000 more beds to reach a healthy 1.5 students-per-bed ratio.
  • UK annual PBSA delivery has fallen to under 10,000 beds, from over 30,000 pre-pandemic.

The picture isn't uniformly positive, though. UK occupancy eased in the 2025/26 cycle, total returns fell back from 2024 highs, and rental growth was muted. Long-run demand is structural. Short-run trading is tougher. Operators need a strategy that works in both conditions.

Where investment is heading

Capital still wants this sector. In Cushman & Wakefield's 2025 survey, 75% of living investors named PBSA as a key target over the next one to three years — the strongest response of any living submarket.

The geography is shifting too. Continental Europe overtook the UK in PBSA investment for the first time in 2025, according to JLL, and CBRE expects market-leading operators and platforms to keep emerging as fragmented markets consolidate.

Consolidation brings a practical challenge most investment conversations skip past. A platform operating across five countries needs consistent room standards, reliable supply, and one way of maintaining assets across all of them. That's an FF&E question as much as an investment one.

Why furniture matters more than the spreadsheet suggests

Students live in the room, not the business case. The Class Foundation's Student Living Monitor, a pan-European survey of student wellbeing, found that students with more control over where and how they live rated their wellbeing more highly, and that communal social spaces and curated communities both improve quality of life.

Affordability raises the stakes further. In the UK, 70% of students report anxiety over rent and 59% say they struggle to pay. Operators can't keep funding capex through rent rises forever. They need furniture that lasts.

From 23 years of furnishing rented homes, three principles hold up consistently:

  • Lifecycle cost beats purchase price. A cheap bed replaced after two summers costs more than a contract-grade one that lasts for years — the difference shows up in net operating income, not the procurement sheet.
  • Summer changeover is the real test. Thousands of rooms, one short window, a fixed September deadline. Stock availability, logistics and installation capacity matter as much as design.
  • Design drives reviews and rebookings. A room that works for studying, sleeping and socialising earns better ratings. Durability and warmth aren't a trade-off — they're the brief.

What to ask before appointing a furniture partner

Five questions worth asking before you commit:

  1. Is the product contract-grade and tested for multiple tenancies?
  2. Is there stock held in the UK for fast dispatch and top-ups?
  3. Does the supplier install with its own teams, or subcontract it out?
  4. Can it replenish and replace individual items, not just fit out new schemes?
  5. What happens to old furniture at end of life?
